No IE10 Conditional Comments

I was reading today and did some research on IE10 and conditional comments and from what I found they’re getting rid of Conditional Comments for IE10 however they’re keeping compatibility mode, which is forced on local websites (hosted on the same server as the computer) therefore you won’t be able to target IE10. This might cause some issues but we’ll see how we go, there are people recommending JavaScript however I’d prefer not, there are also people saying that we won’t need conditionals because IE10 will be standards compliant, I’d love to believe them but Microsoft’s track record is not very convincing.
